So far, the city has made great efforts to bring the epidemic under control and has achieved significant results.

The locality reached 75 percent of the budget collection target and maintained credit growth and capital mobilization of over VND 3 trillion, up 4.7 percent from the end of 2020. The production and export value of high-tech industrial zones reached $ 16.2 billion. , showing an increase of 12.5% ​​compared to the previous period.

In addition, the guarantee of national defense, social and cultural activities, in particular the spirit of solidarity and sharing offering support to needy people have been promoted.

In addition to the achievements, the value of retail sales and the industrial production index fell by 17.4% and 12.9% respectively while disbursements of public investment capital barely reached 32%, leading to the decline. of the GDPR of 4.82% in the third quarter.

In the fourth quarter, HCMV will focus on Covid-19 prevention and control measures and the gradual economic recovery plan that will be carried out simultaneously with government resolutions.

As a first step, the city will focus on the implementation of directive n ° 18 on the continuation of prevention and control measures against Covid-19 and the gradual economic recovery.

Second, priority will be given to the production sector, followed by key city services, and other areas creating high production and export value and exceptional contribution to the budget. The city will also support medium and small businesses affected by the pandemic to resume production activity and create jobs for the local population in districts that have met all of the Ministry of Health criteria to “fundamentally control the pandemic”.

Third, the city will solve problems and prepare solutions to boost the disbursement of public investment capital and encourage private investment, striving to achieve a target of 95% public investment capital disbursement by 2021. .

Fourth, the city will strive to meet the highest budget collection target of over 90%.

Fifth, the municipal authorities will implement social assistance activities in favor of people affected by the pandemic, in particular elderly people living alone, orphaned children, workers who have lost their jobs; and ensure national defense and security

Speaking at the meeting, Prime Minister Pham Minh Chinh said the pandemic has been mostly brought under control nationwide, including the hardest hit areas of HCMC, Binh Duong, Dong Nai and Long An which have recently experienced a sharp decrease in new cases. However, vigilance must be maintained when resuming socio-economic activities.

Regarding the unemployed who try to flee to their hometowns, he noted that localities continually encourage people to stay, create jobs and offer them the Covid-19 vaccination, as well as help them stabilize their living conditions. He also highly appreciated the provinces of Vinh Phuc and Tien Giang where they received their local residents safely.
